Council on Resolutions
In the past representatives of all Rotary Districts have met every 3 years to consider changes to how Rotary operates. Now this process is conducted on line every year, presumably at a considerable cost saving. Over the years there has been some very important resolutions that have been approved, going way back to allowing women to join Rotary and more recently, greater flexibility in how clubs operate. The results of the 2017 Council on Resolutions have just been released. The details can be found here - There doesn't appear to be any resolutions of great importance so perhaps it's just as well that the cost of the process has been reduced.
